The Situation

A newly created Foundation needed to move from concept to operation while establishing its role within the regions it was created to serve.

Warren Whitney was engaged to help develop the organizational structure, funding approach, partnerships, staffing, governance, and operating infrastructure necessary to launch the Foundation successfully. An important part of the work was understanding existing regional efforts and determining how the new Foundation could complement and strengthen them.

Warren Whitney worked alongside the client to bring those pieces together. The engagement combined fact-finding, research, organizational planning, staffing and recruitment, partnership development, and governance work into one coordinated process. The goal was not simply to produce a plan. It was to help the client make the decisions, build the infrastructure, and put the people and processes in place to turn the Foundation from an idea into an operating organization.

Key needs included:
• Defining the structure of the new Foundation
• Determining how the organization should be funded
• Researching peer organizations and operating approaches
• Establishing expectations for outside partners
• Developing memoranda of understanding for partnerships
• Determining the staffing structure
• Creating job descriptions and job postings
• Supporting the hiring process
• Establishing board policies and procedures
• Creating a board handbook
• Keeping interconnected decisions moving

Warren Whitney’s Approach

Connecting strategy to implementation.

Warren Whitney worked with the client to build the Foundation as a whole rather than treating each decision as a separate project.

The work began with fact-finding, preliminary research, and conversations with peer organizations. That gave the client outside perspective as it considered its own structure and operating model.

From there, Warren Whitney helped sequence decisions and translate them into action. The work included organizational design, partnership infrastructure, staffing and recruitment, and board governance.

A structured project timeline and regular working meetings helped keep interconnected decisions moving together. As plans became more concrete, Warren Whitney stayed involved through implementation, including the hiring process and development of the governance infrastructure the new organization needed.

This continuity allowed the client to move from deciding what the Foundation should look like to actually building it.

Our Approach

Warren Whitney developed a phased approach that combined research, organizational planning, stakeholder engagement, and implementation support.

1

Research & Regional Engagement

Examined comparable organizations and engaged regional stakeholders to understand existing efforts, priorities, and opportunities for collaboration.
2

Organizational Design

Helped define the Foundation's structure, funding approach, partnerships, staffing needs, and operating model.
3

Governance & Infrastructure

Developed the governance framework, policies, agreements, and other infrastructure needed for the Foundation to operate effectively.
4

Staffing & Recruitment

Defined key positions and supported recruitment and hiring as the organization moved toward launch.
5

Implementation Support

Worked alongside leadership to sequence decisions, coordinate multiple workstreams, and move plans into action.

The Result

The Foundation is launching with:

  • A clearly defined organizational and funding structure.

  • A strategy for building relationships with regional partners and stakeholders.

  • A staffing structure and key leadership positions defined.

  • Governance policies and operating procedures established.

  • A framework for implementation, growth, and continued regional engagement.

The Value

The foundation has more than a plan.

Establishing a new organization requires more than identifying what needs to happen. Decisions about structure, funding, partnerships, staffing, and governance are interconnected, and each affects what comes next.

Warren Whitney helped the foundation navigate those decisions in sequence, while remaining attentive to the existing work and priorities of the regions it was created to serve. The result is a thoughtful organizational framework and practical roadmap to guide the foundation as it launches and grows.
